The target appears to be the 75th Arsenal in Serpukhov, about 100 km south of Moscow, which fixes systems like the Buk and S-300V. Eyewitness videos reportedly show an explosion and a fire there, though the hit hasn't been independently confirmed. Moscow's mayor Sergey Sobyanin says most of the drones were destroyed far from the city, and 163 were shot down near Moscow. 2 people were injured, he said. Financial regulator BaFin says the Hamburg branch of Bank Saderat Iran is being liquidated in the wake of sanctions and is no longer allowed to do any banking business. The branch actually lost its license last year for breaking the rules and never fixing the problems the regulator flagged. Last month, a Hamburg court appointed a liquidator. It had just 13 employees and €62.4 million in assets. In September, BaFin also declared the German branch of Bank Sepah, another Iranian state-owned lender, insolvent. 🇺🇸 Foreign investors are buying more American government debt, even as China and Japan continue selling. Foreign holdings of U.S. Treasuries jumped $83 billion in August to $9.33 trillion, their sixth-highest level on record. Canada led the surge, adding $38 billion, while Belgium bought another $20 billion and the UK increased its holdings by $11 billion. But Japan and China, historically two of America's biggest lenders, are moving in the opposite direction. Japan reduced its holdings by $36 billion to $1.07 trillion, while China cut another $27 billion to $591 billion, its lowest level since 2008. The shift is particularly significant as Washington continues running enormous budget deficits, requiring a steady stream of investors willing to finance its borrowing.
