No coherent account exists for how such catastrophic structural ruin could claim the lives of no more than 1.7 percent of the civilian population across two full years of intense, ferocious fighting if the true aim had been genocide. The only possible explanation is that the IDF expended enormous and unprecedented effort to reduce harm to civilians to the lowest possible.
