The plan comes in 2 steps, first up to 100 launches a year around the clock, then the full 456. It’s also asking for 912 landings, since both the booster and the ship could come back to Texas, and Starship is designed to be reused. The FAA will study the environmental impact and hold public meetings before signing off.
